The book is based on original research in Japanese archives and libraries. It draws on a wide range of sources, including government documents, personal papers, and interviews with former bureaucrats. The book provides a detailed account of the activities of reform bureaucrats in a variety of fields, including economic planning, industrial mobilization, and social welfare.

The book argues that reform bureaucrats were not simply passive agents of the state. They were active participants in the decision-making process, and they often played a leading role in shaping policy. The book also shows that reform bureaucrats were not monolithic. They held a variety of views on the war and on the role of the state. Some bureaucrats were ardent supporters of the war effort, while others were more critical of the government's policies.

The book concludes by arguing that reform bureaucrats played a significant role in the Japanese wartime state. Their ideas and actions helped to shape the state's policies and institutions, and they had a profound impact on the course of the war.
